Yes indeed if you put the favicon.ico in the directory all the pages would have the Fav Icon on them. I'm sure it's supported by all the browsers because that was actually the first method it was used... Maybe

Problem with Rounded Corner Transparency...
You have to completely remove background color, the rounded image would be used as background color.

I'm not really skilled at all in mysql, php or even javascript but maybe you can use jQuery the fade function is pretty simple. And I think you'd have to put some sort of switch div or w/e as well after the fade
