I have been toying with the idea of starting an open source project on github for Wordpress, Drupal, and Joomla developers. This project would revolve around creating, sharing and maintaining a CMS starting points for developers.
Wordpress Example:
Basic theme with no markup and only Wordpress core CSS selectors built in
Bootstrap and Foundation integrated themes with only the required markup
Bootstrap and Foundation integrated themes with only the required markup
Function.php best practices
What ever else the community could come up with
Nutshell:
Create a great starting point for developers who like the freedom of creating their own themes, but don’t want to take the time need to manage all the set-up.
Start with Wordpress and eventually support Drupal and Joomla.

Is this needed?
Would you use a project like this if it was well maintained?
I'd say no. That's sort of what Underscores is trying to accomplish. There are so many starter themes out there, what do you see your project doing that the other ones aren't?
For WordPress I'd say another starter theme isn't necessary at this point. There's already plenty built around various frameworks, grids systems, RWD ( mobile first and fat screens down) etc. Until something extra smexy like Flexbox drops that forces us to retool everything at least.
I've not kept myself up to speed with Drupal or Joomla, but if I were to a wager a guess I'd say Drupal developers are too busy "rolling their own" and Joomla developers are too busy pretending to exist (I keed, I keed).
