What I think you are referring to is using a 'bandwith' query (if such a thing exists) to serve a different site.
In my term its just a site without image works and simple one when comparing with master site.
Its not about bandwidth query.

Generally a mobile site should be lighter on the bandwidth, though I haven't really heard about serving up a 'low-bandwidth' version of a website. Hopefully soon we'll be able to target that, though.
