For responsive design, I have noticed that 960px is the commonly used 'width' for the base container. Are there any caveats for using 1170px as the base container width? Does it boil down to correctly assigning column width/proportions (25%, 50%, 33% etc.,) ?

Most have wiser these days. Mobe does fine with wide. I am redoing mine. I went with 1260 accounting for the bar. So fits 1280
Well actually the fixed footer in 1280 the rest I guess is only 10 something

If you're using a percentage-based grid, then it probably doesn't matter. http://cssgrid.net/ is a pretty good one.
