Can anybody tell a website who can give icons as a 100% editable PSD file ..? (It is best if its created using Shapes Layers...)

Are you asking if we know of any website that distributes icons that are 100% editable?
If done correctly, most people will not use Photoshop for icons. Illustrator is the best tool for that.

is a good place but if you want to use it for commercial use you have to buy a license to it :)
