Client doesn't want SEO ?

If any client doesn't want SEO , Acessibility(screen reader support) because site is only for a specfic purpoge and region then leaving SEO and Acessibility codins is a wise decision or not ?

If the client knows exactly what those things are and how it can benefit them and they still refuse to have it.
