Personal opinion: I never have, and probably never will, ever fix a bug in Opera. I don't even doing a quick test peek in Opera.
I don't really know what the page SHOULD look like in IE7, so I can't really provide you any help there. Do you have a live link to the site? That's the best way to get help.
You can turn off the scrollbars using overflow:hidden; in you CSS file

how can i fix those? how can i turn off the scrollbars in the textareas under ie and opera?
