I'm not sure how to do this myself, but if I had to take stab at it I'd imagine it has something to do with min-height/background @media queries with multiple background parallax javascript á la http://www.ianlunn.co.uk/blog/code-tutorials/recreate-nikebetterworld-parallax/ for the beginning animation thing.
Naturally, though, I posted before I browsed the stylesheet, so I think at least the first half of my answer is wrong...
Specifically — at least for now — I want to implement this in a Wordpress theme.
