I am developing a site that needs to have the option of changing the language. What would you recommend is the best tool to use? The only one I am aware of is the Google Translator Tool but this requires the site to have Google's own branding on the translator dropdown. Are there any other ways of doing this?

If it's not Wordpress, use the Google Translator Tool anyway. Yes, there's some branding but that's a small price to pay for an otherwise free tool.
